My idea for the layout is to keep each piece of work in its respective category. (All poetry together, all short stories together, etc.) I say this because in previous Scrimshaws the art (which was mainly photography) was on the opposite page of a written submission and I didn't like it. I had photography submissions in the journal and felt like it was being used to describe the written piece on the opposite page. As we said in our brainstorm session, "celebrate the work of the artist, don't use it as illustration."
It is simple but I like it. I do think you have too much white space between image and text though on the page for the art work, not so much in association with the header but with the description text below. I think it almost makes it look like you're trying to save space and put a picture and the beginning of a written work on the same page.
I think this is a great first attempt at a layout, but the title on the short story page should match the margin of the copy.
